Evolving Framework of Civil Services Exam Rules: Insights from Lok Sabha
In a recent Lok Sabha session, Union Minister Jitendra Singh emphasized that the rules governing the civil services examination are part of an evolving framework. The government is committed to implementing reforms and remedial measures to maintain a fair competitive environment.
Singh addressed a query regarding potential exemptions for Ladakh aspirants from the qualifying Indian language paper required for the civil services examination. He clarified that similar exemptions already apply to candidates from several northeastern states, including Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, and Sikkim.
The civil services examination, conducted annually by the Union Public Service Commission (UPSC), consists of three stages: preliminary, main, and interview. This rigorous process selects candidates for prestigious positions in the Indian Administrative Service, Indian Foreign Service, and Indian Police Service, among others.
According to Singh, the Indian language requirement is not mandatory for candidates from the aforementioned states, as outlined in the Civil Services Examination Rules-2025. He reiterated that the examination is governed by continuously updated rules to ensure fairness across all regions.
When asked about extending similar exemptions for Ladakh candidates, Singh reiterated the government's approach to evolving the civil services framework to ensure a level playing field for all aspirants.
