Delhi Government Seeks Expressions of Interest for Digital Learning and Assessment Tools
The Delhi government is set to enhance educational practices by developing curriculum-aligned digital learning content and implementing formative assessment methods across more than 1,000 schools.
The Directorate of Education has called for expressions of interest (EoI) from agencies with the technical expertise necessary to create teaching and learning materials that are aligned with the school curriculum, alongside effective assessment tools for students.
The initiative aims to gather stakeholder insights and explore innovative digital solutions to modernize classroom learning in Delhi's government schools. A blended learning model will be introduced, combining traditional classroom instruction with digital tools to improve flexibility and engagement in students' learning experiences.
Under this proposal, the department plans to develop hyper-interactive 3D simulation-based content for classes 6 to 12, ensuring alignment with NCERT guidelines and instituting a system for regular formative assessments.
The digital content is intended to support classroom instruction, facilitate at-home learning, and provide actionable analytics through periodic assessments to monitor student progress.
The department will investigate various content formats and technological innovations available in the market. The proposed scope includes the creation of curriculum-aligned digital content featuring interactive 3D simulations in both Hindi and English, designed for accessibility across multiple devices, even in areas with limited or no internet connectivity.
To foster active learning, the content will include teacher guides and facilitation notes. Additionally, the solution will provide secure access to learning materials through mobile applications and web platforms, featuring tools for revision, practice, and progress tracking.
The formative assessment system will comprise chapter-wise tests linked to learning outcomes, allowing flexible scheduling for educators and performance tracking at multiple levels, from individual students to state-wide observations.
A centralized dashboard will be established to monitor usage, teacher engagement, student progress, and assessment results, enabling authorities to identify competency trends effectively.
The selected service provider will be tasked with operational support, which includes program monitoring, periodic reporting, and implementing corrective measures for schools with low adoption rates.
Moreover, the project will encompass training and capacity building for teachers and administrators, focusing on data-driven teaching and collaborative classroom practices.
The solution will also feature user management systems with role-based access, asset tracking mechanisms, and maintenance support to guarantee smooth implementation. The department has emphasized adherence to strict data privacy and security standards, ensuring that student data is utilized solely for academic purposes in compliance with government regulations.
