Arunachal Pradesh Assembly Enacts Bill to Regulate Teacher Transfers
Itanagar: The Arunachal Pradesh Legislative Assembly has successfully passed a significant bill aimed at regulating and rationalizing the transfer and posting of teachers and other employees within the state's education department.
Introduced by Education Minister Pasang Dorjee Sona on March 6, this bill was approved through a voice vote in the Assembly.
During the discussions, Sona highlighted that the legislation's primary goal is to ensure a fair distribution of teachers throughout the state while addressing ongoing challenges within the education sector.
Once enacted, this law is expected to reduce legal complications arising from teachers seeking court orders to halt their transfers for various reasons.
"The Education Department conducted thorough assessments before drafting this bill, including consultations with stakeholders and visits to all districts to pinpoint systemic issues," the minister stated.
Sona pointed out that the department has identified critical gaps affecting educational performance, notably in infrastructure such as school buildings and staff quarters.
He mentioned that the government is already prioritizing efforts to rectify these infrastructure deficiencies.
Additionally, he addressed the shortage of qualified personnel and uneven distribution of subject-specific teachers in many schools as significant challenges.
"We have a sufficient number of teachers, yet the educational landscape remains unsatisfactory as many are hesitant to relocate from their current postings," he explained.
Sona also noted that even though 17 schools have been upgraded, many still face teacher shortages, necessitating the introduction of this legislation to optimize the transfer process.
He expressed gratitude to the Assembly members for their constructive feedback, emphasizing their shared commitment to enhancing the education sector, which he described as the foundation of society.
The Assembly concluded by passing the bill through a voice vote.
