Remembering Norman C. Francis: A Legacy of Civil Rights and Education

Norman C. Francis, a revered civil rights leader and education advocate, passed away at the age of 94. His contributions to the recovery of New Orleans after Hurricane Katrina and his long-standing presidency at Xavier University are well-remembered.

Community members, activists, and leaders across Louisiana celebrated his remarkable life and achievements. Reynold Verret, the current president of Xavier University, remarked, "The nation is better and richer for his having lived among us."

Francis played a crucial role during the state's response to Katrina, leading the Louisiana Recovery Authority to oversee extensive rebuilding efforts.

Former New Orleans Mayor Mitch Landrieu acknowledged that Francis provided invaluable guidance during challenging times, emphasizing his character of treating everyone with dignity and respect.

As president of Xavier University, the only predominantly Black Catholic university in the U.S., Francis significantly improved enrollment and expanded the campus. His dedication to education helped elevate the university's reputation for producing graduates in medical and scientific fields.

Following Hurricane Katrina, when parts of the campus were under water, Francis vowed to rebuild, showcasing his commitment to education and community.

Recognized by civil rights organizations, Francis was honored as one of the nation’s top college presidents and received the Presidential Medal of Freedom from former President George W. Bush in 2006.

Francis, a Lafayette, Louisiana native, was the first Black student to attend Loyola University's law school, earning his degree in 1955. His career included serving in the U.S. Attorney General’s office, where he worked on integrating federal agencies.

Throughout his life, Francis faced racial discrimination but remained steadfast in his belief in the dignity of every person, often recalling the encouragement from his parents that he was "good enough to be president of the United States."

He began his long tenure at Xavier as Dean of Men in 1957 and remained dedicated to the university until the end of his life. Francis is survived by his wife, Blanche, who passed away in 2015, and their six children.
